The show is an analogy for puberty with lots of sneaky sexual concepts , like "swinging the bat", and the main character gets strange protuberances popping out at awkward moments - You'll have to watch it for that to make sense..
he's saying the main theme of the series is the idea of finding maturity at that time in your life when forgeing an identity means everything to us, the main character Noata wants to be seen as a mature adult but is surounded by insaine imature people who constantly remind him that he is a kid and should stop pretending to be something he's not, which leads to him to finding acceptance in that as well as growing up like he should in the form of Metphorical weirdness that befalls him and the entirety of his town thanks the to the interference of the series heroine Haruko AKA the girl with the Gitar and scooter
weird, weird, and more weird is the best way I can sum it up, the series is Studio Ginax (the folks behind Evangaleon and Gurren Lagann ) at they're most random but its a great anime and its only 6 episodes long.
